Dr. Milton L. Holloway, President and CEO

Dr. Milton L. Holloway is the President & COO of the Center for the Commercialization of Electric Technologies (CCET) in Austin. His primary function at CCET is to direct the organization, including the development and oversight of electric technology projects.

During the last five years Dr. Holloway has lead CCET in the development of CCET's technical advisory groups, twenty-plus meetings of the Board of Directors, development of alliances with ERCOT, EPRI, DOE and other organizations and in the planning and execution of several technology and demonstration projects. The projects have included a distribution-level monitoring device design (Distribution Remote Terminal Unit), a demand response program in ERCOT that leveraged the deployment of Advanced Metering Systems at Oncor and CenterPoint, promotion of the CIMs protocol for distribution systems applications and in the planning and deployment of a major DOE Regional Demonstration grant.

His primary consulting, research and teaching interests have focused on applied economics in both public and private sector venues. His energy sector work includes both public and private sector activities. Dr. Holloway was appointed by Governor's Briscoe and Clements to direct the Texas energy policy office during the energy crises of the 1970s and early 80s. He has taught in the Executive MBA programs at UT Austin, Baylor University and St. Edward's University. Dr. Holloway holds B.S., M.S. and Ph.D. degrees in Economics.

Mr. Robert S. Howden, VP Communications

Robert S. Howden currently serves as the VP of Communication for the Center for the Commercialization of Electric Technologies (CCET). Prior to his work with CCET, Mr. Howden was an essential part of most major business reform efforts in Texas over the past ten years. He led the coalition that advocated sweeping asbestos litigation reforms that more precisely defined parameters for asbestos lawsuits. He served as executive director of a communications coalition whose efforts helped usher in competition in the cable industry.

During the most recent special legislative session, Mr. Howden served as executive director of Governor Perry's Texas Tax Reform Commission, a gubernatorially-appointed, bi-partisan panel of 24 Texas business and civic leaders who examined the state's tax structure and system of financing schools. The recommendations of the Commission served as a guidepost for that year's landmark tax and school funding reforms.

In 2004, Mr. Howden was a senior staff member in the office of Texas Governor Rick Perry. He served in the Perry Administration from 2000-04 first as communications director and later as senior adviser to Governor Perry. As senior adviser, he counseled the Governor on special needs for cities, businesses and organizations throughout the state. Additionally, Mr. Howden managed economic development issues where he oversaw the Governor's Task Force on Economic Growth, chaired by business leader Ross Perot, Jr. During this time, Mr. Howden was the Governor's official surrogate to hundreds of events throughout the state.

Ms. Vicki R. Oswalt, Treasurer

Vicki R. Oswalt serves as Treasurer of Center for the Commercialization of Electric Technologies (CCET). She is an expert on regulatory policies and practices, with extensive experience in the electric power and telecommunications industries. She has been involved in most facets of the restructuring of the electric industry in Texas that have occurred over the last decade. Currently, as Senior Director, Regulatory and Government Affairs, she is responsible for representing TXU Energy's interests before the Public Utility Commission of Texas and the Texas Legislature. Ms. Oswalt served in a similar capacity at Reliant Energy for almost 10 years as Vice President, Texas Regulatory and Government Affairs.

Prior to joining TXU Energy, Ms. Oswalt provided consulting services to business entities that operate in markets characterized by a high degree of governmental regulation. The client list included several Fortune 500 companies. Before consulting, Ms. Oswalt served as chief of the Office of Policy Development at the Public Utility Commission of Texas. Her responsibilities included managing the Commission's development and implementation of state policies affecting the regulation of telephone and electric power utilities. As an advisory staff adjunct to each of the three gubernatorial appointed Commissioners, the Office of Policy Development provided guidance and counsel during a period marked by unprecedented structural change in the telecommunications and electric power industries.
